The Nigerian government is preparing a fresh wave of stock market incentives to encourage private enterprises to list their shares on the Nigerian Exchange Group (NGX). Finance Minister and Coordinating Minister of the Economy, Taiwo Oyedele, announced this strategic shift during the national capital market conference 2026 held in Abuja. Instead of compelling companies to go public, the administration aims to make the capital market an undeniably attractive avenue for corporate expansion.
This initiative forms a core pillar of the proposed Nigerian Capital Market Master Plan 2026–2036. The comprehensive roadmap aims to drastically deepen market participation, mobilize funds for businesses, and position Nigeria as a preferred destination for capital raising.
The federal government has set ambitious targets to overhaul the financial landscape over the next decade. By introducing well-structured stock market incentives, officials hope to achieve unprecedented growth metrics across multiple sectors.
- Increased Corporate Listings: The master plan targets raising the total number of listed companies on the exchange from 146 to 250.
- Capitalization Surge: The government aims to boost equity market capitalization from 33 percent of the gross domestic product (GDP) to at least 60 percent.
- Retail Investor Expansion: A massive push is underway to expand the retail investor base from six million to 20 million active participants.
- Alternative Financing Growth: The strategy includes increasing sukuk market penetration from 0.3 percent to 5 percent of GDP and tripling corporate bond issuance.
Oyedele emphasized that long-term infrastructure projects, such as power plants and refineries, should increasingly be financed through equity and long-term bonds rather than short-term bank loans. He also urged pension fund administrators to diversify beyond government securities and channel more of their current ₦27.5 trillion in assets into productive economic sectors.
Furthermore, the minister threw his weight behind accelerating the listing of major state-owned enterprises to boost market confidence. He specifically highlighted the Nigerian National Petroleum Company Limited (NNPCL) and Nigeria LNG Limited as prime candidates for the exchange. As these stock market incentives take shape, the ultimate objective is to enable local businesses to finance their expansion at home while driving widespread economic development.
